Order u.s. 144 Cr.P.C., Sub Div. Lajpat Nagar, Dt. 13.01.2022

                        Whereas, a large number of commercial places/shops have come up in Delhi which are popularly known as SIM Card Dealer and a large number of people visit there to obtained SIM Card for making phone call/voice call/video call/Internet.
  1. And whereas it has come to notice that certain criminal antisocial elements/terrorists are using these facilities to mislead the security/investigating agencies, create panic in the public; endanger the security of VVIPs and Govt. Institutions, help in the terrorist activities directly affecting the security of the State.
  2. And whereas it is necessary to take speedy measures in this behalf to prevent danger to human life and safety, to thwart /prevent terrorist activities which may affect the security of the State and disturb public order and tranquility.
  3. Now, therefore in exercise of the powers conferred upon the Commissioner of Police Delhi by section 144 Cr.P.C, 1973 read with Govt. of India, Ministry of Home affairs, New Delhi’s notification No.11036/I/2008UTL, dated 31.10.2008 and further delegate to the undersigned vide Govt. of India. Ministry of Home, Affairs, New Delhi’s Notification No.11036/I/2008UTL, dated 09.09.2010 I, Jai Narain Bhardwaj, Assistant Commissioner of Police Sub-Division Lajpat Nagar, South East District, Delhi do  hereby make this written order for strict compliance by the owners of such SIM Card Dealer in the entire area of sub division Lajpat Nagar :-
  • Prohibiting the use of SIM Card by unknown person and whose identity has not been established by the owner of the SIM Card Dealer.
  • Maintaining a register for identity of the purchaser/receiver of SIM Cards.
  • SIM Card Dealer maintained the record of the purchaser/receiver of SIM Cards mentioning name, address, telephone No. and identify proof. The purchaser/receiver of SIM Cards shall also sign in the register kept for the purpose.
  • The identity of the purchaser/receiver of SIM Cards shall be established through Card, Voter Card, Ration card, Driving License, Adhar Card & Passport (anyone of them).
  • The purchase/receiver of SIM Cards are photographed on continuous basis and record of the least six months.
  • Activity server log should be preserved in main server and its record should be preserved for at least six months.
  • If any activity of the purchaser/receiver of SIM Cards is of a suspicious nature the owner of SIM Card Dealer will immediately inform the police station.
  • Record be maintained about purchaser/receiver of SIM Cards.
  1.   This order shall come into force with effect from 13.01.2022 and shall   remain in force for a period of 60 days up to 13.03.2022 (both days inclusive), unless withdrawn earlier.
  2. Any person who contravenes this order shall be liable to be punished in accordance with the provision of Section-188 of the IPC.
As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of the public through the press & by affixing copies on the notice board of the offices of all DCsP, Addl. DCsP, ACsP, Tehsil Offices, all Police Stations concerned & the offices of PWD, DDA & MCD.
